so a way of claiming an extra £5.00 off motorists. I know that they have also charged this to people driving petrol cars and stating they are unable to refund this

Westminster Council are on the same page. They add 50% to their parking charges for diesels. One of their councillors stated "Our residents are clear they want us to roll out this surchrge." Rather spoilt by the fact that only 1300 residents bothered to reply. Hardly a ringing endorsement when there are over 250,000 residents. If they were truly interested in lowering pollution then one wonders why they have  a 20 mph restriction on many roads. This of course forces many vehicles, especially lorries to drop a gear to drive at 20 mph thus increasing pollution.

They tried it one part of the borough and were excited that it did reduce air polllution there. What they didn't say was by how much neighbouring areas had increased pollution because more diesels were parking outside their 50% zone.
