they would ahve probably doen nothing but now will think that you are worried and will spend money chasing you in the belief that you are actually scared this will bite you.

When they are wrong you keep your mouth shut and let them waste their time and money learning the hard way.

So from now on you nly respond to a proper LBA and ignore the rest of their blather

 of course it will be railway land so POFA not applicable anyway and that raises questions about APCOA's right to obtain the keeper details in the first place.

Byelaw 14 does give the railway co considerable rights but these are not transferred by law to a bunch of bandits who are not employees

I did consider those facts, but can’t establish whether the land is actually owned by the railway.

Teh it will be a public highway and that makes the whole request for money naked fraud.

Apcoa only work for railway co's and some bigger entities like councils. I think they run the car park at Surrey CC HQ in Kingston.
