I spoke to the ico.
I can file my complaint, a case officer can assess if bank complied, if no valid exemptions the ico can ask bank to provide data. Ico can fine bank - But ico can't force bank to comply with sending data.
If bank don't send data then ico suggests taking independent legal action.....
My own assessment of this situation is that this is a long process, potentially costly, which still doesn't get the requested personal data.
So what to do?

I received reply from the county court after sending them the form and supporting docs to set aside the judgement. below is the mail content received;
"The claim has been transferred to county court at Wandsworth for that court to hear the defendants application for setting judgement aside. That court will send you and the other parties notice of the time, date and place of hearing."
I guess now I have to wait, which could be long due to the lockdown.
I also wrote email to the debt collectors about my decision to set aside this judgement and to stop chasing me with incessant reminders. They acknowledged my email.
Is it still possible to file a County Court Claim (for £s owed) during lock-down?
If yes, how will the timings work?
As an example: received no regular mail in 3 weeks / a special delivery letter sent by next day delivery still not received 1 week later!
Will Claimant's Claim be valid by email?
My thought was just to close this episode, rather than let in drag on causing more hassle. Depends on OP's financial circumstances. The HCEO may be reluctant to go back to the Solicitors, if they believe they could lose out on future business.
Of course, once paid it will be incredibly difficult to get the money back.
