If they have failed to comply with a SAR within 30 Calendar Days including what you have requested and they have failed to give you a valid reason for not providing said documentation.
Then IMO yes complain to the ICO that they have failed to comply within time limit and given no reason for there failure to provide XXXXXXX Documentation.
Criminal action under 1977 act would have to be brought by Local council assuming this is in E&W, under Part III, Supplemental Provisions, 6 Prosecution of offences 1977 act.

Tricky ! If someone in this situation wanted to continue to Insure their car on a comprehensive basis they would find it difficult. Most people would want comp cover, so a car is fully covered, even though they might not be driving it,
Suggest contacting an Insurance Brokers to ask what they can arrange.
If Insurance is not available, find a storage option, so the car can be kept off the road and SORN.
I cant help thinking that if we had to complete a questionaire that asked if you were "physically able bodied" before you were interviewed then this would be classed as discriminative.
Yet you can be asked to explain a gap in employment and that this is not classed as discriminative to people who may have had a mental breakdown.
Ok on this occasion I had taken a work break, if thay had asked a bout a break I had taken 10 years earlier then it would have been a different story as I had suffered depression and anxiety at that time.
It just seams to me that it puts people who have had a mental health issue at a disadvantage.
Don't touch them owe me £500 since January 2019 make excuse after excuse. Seem they always have software problems sending money out. Keep saying they will call back or email nothing been chasing it now for 6 mths the phone staff always have the same banter we will chase it up and get back to you then nothing!
