In answer to your questions:
In your view, what is the difference between the properties? Are they identical? Do they each have gardens? Do they each have garages? Do you both use hosepipes?
Its a semi detached property and both houses are identical (at the min, we are building an extension) they have a seperate garage but we dont, neither of us use a hosepipe that regularly,
I have been informed by YW that they have taken the meter off my account (from 31/3/19) and i will now be charged by an Assesed Charge. They have looked at the assessed charge for the years that i have been charged wrong (since we moved in) and used this figure to work out the refund. I have come to see that if we to stay on the meter and this only served our property and was (rough figure for ease) 50% of the the meter charges for 2 properties we would end up paying less on the meter than we would by going to an assessed charge.
To start off with i am going to write to them and send this on by email pointing out that i am not satisfied and do not agree to the refund they have calculated and asking the questions i mentioned above. Can i also send a SAR by email??
As for compensation for this mess, i wouldn't even begin to pretend to be able to work out how to calculate this.
Ring the Solicitor first thing in the morning and ask for the person dealing with your claim.....then suggest that you wish to settle if an affordable monthly agreement arrangement can be made and you would like to conclude this by way of a Tomlin Order...see what response you get.
In the meantime start crunching some figures and work out what you can easily afford and is manageable.....remember once you enter into a Tomlin Order ...if you default they go straight for judgment...no say from you.

how do I go about getting a tomlin order? I’ve read up a bit on them And I think I understand them. I think that’s my best option. I don’t dispute I owe them a fair sum of money, and I can’t prove anything against them to reduce the amount and the stress of this is making me ill
Don't touch them owe me £500 since January 2019 make excuse after excuse. Seem they always have software problems sending money out. Keep saying they will call back or email nothing been chasing it now for 6 mths the phone staff always have the same banter we will chase it up and get back to you then nothing!
