Is housing and council tax benefit available for properties under the lift scheme shared ownership with part owned by the government?

This is the Scottish Initiate scheme on shared ownership .... Low-cost Initiative for First Time Buyers (LIFT) the Open Market Shared Equity (OMSE) scheme.

 

Well Council Tax benefit is not connected to any property and is based on your circumstances and eligibility...as for housing benefit...the same again but I assumed the above was for first time buyers and requires a deposit..of around 5% the property’s value together with the mortgage ?
