I was not the driver at the time of the incident, I did not enter into nor read by any terms and conditions of any parking contract, nor could i.   the claimant has provided no annual proof of payment that their contract signed with the land owner to manage car parking in 2009 was still current at the date of the incident in 2015 under contract law.   the claimant has provided no proof their signs and anpr camera equipment have the required planning permission from the council to be erected upon the land in question at the time of the incident in 2015   the claimant has provided no proof, they, any resident retail outlet, any managing agent or the owner of the land can or have successfully varied the original granted parking provisions and restriction to ONE hour only from those permitted and stipulated by the council at the time of the original grant of planning.

    • Yeah that's mental.   Why would you want to enter into a trade war with the EU for no reason?  Again, they'll just choose to purchase more from countries in other parts of the world that don't engage in putting trade sanctions on their closest trading partners for no reason.   You misunderstand that the EU wouldn't be choosing to do anything.. tariffs would be applied by default.  And then your answer would be to further cripple our economy by raising tariffs on the EU when we rely on imports to produce stuff in order to export?  We literally need to import raw materials .  Getting into a trade war would just mean they buy less from us, and our 50% of our economy would end up being subject to increased costs.  In fact 100% of our economy would be affected because we'd also not be able to trade with the rest of the world under the terms negotiated through the EU.

Did not pay NI conts in 14/15 and 15/16 as I was below lower earnings limit.

 

I am now unable to work due to a health condition.

 

If I opt to pay the contributions for both these tax years is it likely I will then satisfy both of the contribution conditions for an award

(I know I am not entitled to income based as my partner works).

The second condition is really confusing me!!!

 

The guidance online says:-

 

You qualify for contributory Employment and Support Allowance (ESA) if you have paid sufficient National Insurance contributions.

 

There are two contribution conditions you must meet:

 

First contribution condition

- in one of the last two complete tax years,

you must have paid Class 1 or 2 contributions on relevant earnings at the lower earnings limit for at least*26 weeks.

This means you must have worked for at least 26 weeks of the last two complete tax years; and

 

Second contribution condition

- in both of the last two complete tax years,

you must have paid or been credited with,

Class 1 or 2 contributions to the value of 50 times the lower earnings limit.

I'm afraid you cannot buy NI Contributions only Credits, these can be used to meet the Second Condition but not the first.

Hi thank you for your reply, I was working in those years , I didn’t pay conts because I was below the threshold but had the option to pay no conts at the low earnings level so if I did this would they be class 2 conts , I’m very confused 🤷*♀️ x

No they would be either Class 3 Contributions or Class 1 Credits but not the Class 1 Contributions that you need to claim ESA.
