Ticket issued for not displaying a valid permit and is a parking charge notice issued by a private company on behalf of the council.

 

 

In this instance,

who has issued the notice,

is it the private company or is it the council.

Further more the notice bears the logo of the local authority.

When you say "council estate" I guess you mean some sort of contained area/building with alloacated parking like a carpark? Different situation to just a regular housing estate with road-side parking.

 

As said, we would need to see the ticket to know for sure.

Depends whether it was the public highway or private land. Councils often now use private contractors to act on their behalf in issuing penalty charge notices for offences on the highway, but they can also use a PPC for private land that they own.
