According to this found on Scoop, the DWP part time workers will themselves be subiect to Sanctions from in work benefits:

Well at least they can say to the sanctioned Claimant that they are all in it together, except IDS and Gideon aren't. The UN has also found the Sanction Regime to be against UN rules.

I don't think they sanction for the fun of it. Plus the fact that they are low paid enough to be on UC says a lot. I couldn't do their job

Maybe I was being a tad harsh. I'm sure there are some decent ones around, the problem is the ones I always seem to be lumped with do seem to enjoy it!!
