I am posting a thread on behalf of my mother,

She claims Income Support and Carers Allowance at present, I am wondering if she can claim ESA and Carers at the same time due to severe depression amongst other things, Which I don't want to post on here...

I don't know if there is any reason why she cannot claim ESA instead, however she should be absolutely sure she will be significantly better off given the hurdles it is necessary to get over to get ESA in the first place as well as the continuing obstacles.

You can't claim both ESA and carers allowance; as these are "overlapping benefits".

If this was me, I'd just keep on claiming the carers allowance and income support, providing that at least 35 hours of care is being provided. At least then, your mum doesn't need to go through having to prove that she's unfit for work.
