I would think that it would be part of some ones duty to reply to questions from the public (including freedom of information requests) and therefore part of their contract. In that context, it has not cost the local authority any more money to supply the information as it is part of that persons day, and lets not forget, we are talking about public servants here..

Yes, the council has to pay someone to answer FOI requests - but they have to pay them, they don't do it for free!

Should be part of their contract, as a tax payer, I need to see councils not wasting money, which I feel is a reasonable expectation..
