Hi my friend rents off her council and in her area you pay the council water rates on top of your rent so her house is £95 a wk plus £11 water rates it's been the same amount for years and I gather same for all.

Her son just had a council house aswell with his girlfriend and due to have a baby and they said it can be reduced to £5.42. Now I am concerned cause she's a single woman and if she went through Welsh water she would only be paying around £5.42 herself mybe less if water meter fitted . So can councils do this and if so how can they charge you more than water rates are .
