The directive goes back to April 2014 but I am not sure if it the UK has opted out. As long as I know all banks should offer a basic bank account to receive your wages or benefits in, but I am not sure how this is implemented in practice.

"Ask not what your country can do for you, ask what you can do for Poundland"

Does anyone know when the European directive entitling everyone in the EU to have a bank account becomes law in the UK ? Will it mean the end to banks asking a customer to close an account and go elsewhere ?

I don't see that wording in the consultation paper but even so, there is a great difference between the 'entitlement' of a bank account and forcing a bank to open one. I also don't think there is anything to stop a bank, (a private firm) from ending an association with a consumer or a company.

This might be of interest, catquest - from January 1st, 2016 - 9 banks are going to be offering truly fee free bank accounts - so if you miss a standing order or direct debit, you wont be charged.
