HOLIDAYS are supposed to be a time for relaxation but for one woman who suffers from cerebral palsy, her four week vacation has led to almost two years of constant fear.

In March last year, Karen Rouault, of Bannister Close, Greenford, was busy enjoying four weeks in the sun as she holidayed in Sharm el-Sheikh, Egypt.

Now, more than 18 months after she returned home with a healthy glow, she says she lives in constant fear that bailiffs could arrive at her home at any minute to take away £277 worth of her belongings to pay for a parking fine she never incurred.

Dreadful story isn't it. At least they have seen sense and cancelled the ticket.

 

 

I hope they compensate the poor woman for the hassle they have put her through ! Duck, flying pigs !

I agree totally but why do they do it only once the press become involved. It is pathetic. The should have realised long ago that she wasn't liable for the ticket.

Because they smell the money and treat the public as liars. Guilty until you prove beyond any doubt that you are not responsible.

 

Harrow council have been reported a number of times on CAG for ignoring the public, when they have appealed against PCN's. I think there was a chap from Scotland who had never been to Harrow who was getting loads of hassle and they just kept ignoring him.

We could do with some help from you.

Why I am not surprised to hear that this incident involves Harrow Council?

 

It is a shame that the vehicle owner was unable to understand the penalty charge appeal system. It is difficult to understand but reading the documents carefully should resolve the problem.

 

Given that she was overseas and had not received the parking ticket on the car (or possibly the Notice to Owner if the offence was a CCTV one) and she was probably out of time to appeal the ticket.

 

All that she needed to do was to read the instructions on the Order for Recovery and she would have noticed that a witness statement would have been attached. She would have needed to tick the relevant box (I was not the driver at the time of the contravention and provide the name and address of the driver). By completing this form in the correct time period, the ticket would have automatically been cancelled and re-issued to the driver.
