were the bsiliffs after him or had they clamped the car thinking it was the property of the tenant he was visiting? There must be a reason for pleading not guilty.

 

Sounds like he is a 3rd party from the way the article reads.

 

It also makes no reference to the alledged crime being witnessed, so maybe they are hoping to get a successful test case where they try and get a debtor/3rd party successfully prosecuted by claiming a clamp vanished or was damaged without any proof other than the EA saying "I put a clamp there, now it's vanished, honest guv"

If I was visiting a tenant/or resident in my council ward as a community councillor and a bailiff visited whilst I was with the debtor and clamped my car, I would call the police and cut it off in front of the copper. if the bailiff was a penpidyn and refused to remove the clamp, I could do with a holiday.
