I have recently received a parking charge notice from UKCPS for overstaying the stipulated time limit (2hrs) at an Iceland car park, in Reading.

 

 

Do I have grounds to appeal the penalty charge as the company issuing isn't the land owner?

 

 

Should I pay up, ignore it or appeal? :|

 

From what I can recall, the signs were pretty clear.

Ignoring it is no longer the best advice anymore.

 

How did you get the ticket?

Through the post, on screen, ANPR?

Who ever heard of someone getting a job at the Jobcentre? The unemployed are sent there as penance for their sins, not to help them find work!

and they

are NOT and can NEVER  be BAILIFFS. even if a debt has been to court..

If everyone stopped blindly paying DCA's Tomorrow, their industry would collapse overnight...

Yeah, I've received a "Notice to Keeper/Driver/Hirer". It's a free car park, with a time limit of 2hrs and their notice states that I overstayed the stipulated time limit.

they will of course refuse your appeal.

There is a common misconception that parking charges on private land are unenforceable and illegal. Internet Forums such as CAG, Pepipoo and Money Saving Expert are full of advice to ignore parking tickets etc. Unfortunately many people believe these forums and heed, to their peril, this erroneous advice.

I'm not 100%, but it appears to be a Parking Eye car park as there were time stamps of my entry and exit, but no pictures.

 

Unfortunately I don't have receipts

Either way though, write back to the PPC concerned and appeal the ticket on any grounds you fancy really. It's immaterial as they'll reject it anyway. What they will have to do though is send you a POPLA reference number (if it's ParkingLie) or give you the opportunity to appeal to the "Independent" (I use the term loosely) Appeals Service if it's UKCPS.

 

Once you have that, you go to town on a proper appeal (we'll help you with that when the time comes) and beat them on all sorts of grounds. Usually a fairly easy win, and the bonus is you cost the PPC money (certainly in the case of a POPLA appeal) lol.gif

In fact, they're probably just waffling and can be quite safely and completely ignored as you wish.

I got the ticket through the post.

 

Point taken about ignoring it. Am I better off appealing to UKCPS or writing to the car park owner directly?
