Yes you do have to put your fingers through to push the letters in properly. Thats why its recommended with dogs to use the cages so that dogs cant get near fingers. If you have a single outside flat then fine, bit most have an inside and outside flap which means that you do have to push letters through.

The post person has delivered to that premises many times before and is aware that a dog is present at that premises.

Previously she has been cautious and concentrated when posting at that premises. As she states, 'she, just wasn't concentrating'.

we just had an outside flap, no bristles or back flap on inside .so letters can just fall through the door. if she lift flap with 1 hand and posted with other hand she would have seen dog as would be facing square on. ibelieve she lifted flap with 1 hand and pushed letter through with same hand reason for fingers through door.

we have spoken to other posties and they have said they are told repeatedly not to put fingers through door not just because of dogs but also spring loaded back flaps catching and cutting there fingers.

I will end this now for you.

Royal Mail have a statutory obligation as to the welfare of their staff. The regulations will be Regulation 3 Management of Health and Safety at Work Regulations 1999 (Risk Assessment)

All hazards on a postmans walk/delivery are recorded in a program called W.R.A.P. That is Walk Risk Assessment Platform. It is the postman obligation to inform management of any risks/Hazards. Any hazards such as dogs are identified, recorded and placed in the postmans hazard folder.

Postman are also issued with "Dog Pegs" These are orange probes to push the mail through the letterbox

You need to know, or write to the union solicitors who i take it are Simson and Millar and ask the following:

1. Has the postman been trained as to health and safety on delivery

2. has the dog hazard been been identified and recorded in the WRAP

3. was the postman issued with a dog peg? if not then why not. If yes why did the postman not use it

very good points; all employers and staff are responsible for their health and safety!

And as pointed out this is a known hazard and mitigated as part of the risk assessment; however if the postie has never had this problem at this address before, this can still happen.

It would also apply to the owner, if they know the dog attacks the post as it is being delivered, they would have a duty of care to the postie, by fitting a drop box.
