Another error on their part but you are looking at it from the wrong end, it would help her in the event of a claim rather than hinder as they have to identify who the debtor is and this only adds to the confusion.

Dont fret about what they say but get your daughter to get her complaints sent off asap.

Should ANPR ltd not get their collar felt for their criminality your daughter can then lay a complaint of abuse of process should she actually get a proper stamped claim from them. All of this is miles away though so for the moment just view it with the knowledge that they are utter idiots and their threats and words are laughable.

This is probably the last letter she will ever receive on the matter though and that is why they are giving it the big one.

I would also note that by failing to use the POPLA appeals process correctly they are also abusing the court process so make sure that when you do complain the courts service know that you had appealed toPOPLA and they didnt provide any evidence of a liability and harassed you (your daughter) in the full knowledge that they were not going to follow the procedures anyway.

The BPA cannot afford to lose any members, however bad they are otherwise it will lose its status as a trade association should that be challenged. I can see someone with a few quid challenging some of the IPC findings at their appeals stage and bankrupting them. Lets face it, all of the companies involved in parking control are flying by the seat of their pants financially and the sooner the companies that employ them see this the better, there are better ways of parking control than outsourcing it to any of the companies we come across.

This is really the problem that shoppers need to get across to the owners of the stores and shopping malls, the usurious charges slapped on their customers are driving them away. Why risk shopping somewhere when you can order online and have it delivered for free in most instances saving time and fuel costs. the main reason people visit is to browse and have a bite to eat and that is what puts you over the time, not the purchase.

Regarding browsing, some companies such a PE have a hidden policy whereby if you have a minimum spend (say £30) then they will let you off their fake fines. What if you hadn't spent any money but was just shopping around and trying to decide what is the best buy? Then , according to their twisted logic) you are breaking their mad-up rules.

The policy is one of the stores making, due to complaints. PE have written agreements with at least 1 store saying they will only cancel a given number of tickets regardless of the merits for cancellation. That would be a good one to produce at appeal or court as it damns them both ways.

There is a suspicion that there is some sort of secret agreement between PE and Aldi that they will not take any of their customers to court. Despite the many complains on various forums and Aldi's FB page about the many tickets issued to Aldi customers, I have yet to hear of any court cases. There was a similar agreement between PE and Somerfield . This was disclosed was disclosed in that famous court case .
