our local authority is closing a leisure centre the staff are being transferred to other leisure centres in the area some of the staff at the other leisure centre are being paid off to make room for the staff being transferred

 

 

the staff being paid off don't have contracts but have been employed there for 2.5yrs can they do this ?

don't have written contracts do you mean?

 

who pays them, are they on zero hours or regular hours?

Never assume anyone on the internet is who they say they are. Only rely on advice from insured professionals you have paid for!

if they are "employed" then yes they can irrelevant of a contract, one has been formed just by them being employed for this time period

 

after 2 years the redundancy entitlement starts (unless something changed in the last 2 years under our beloved tory government) and they are legally "dismissed", an adjustment can be to allow other staff to leave so the displaced staff slot into their posts
