Hi all

My dad is currently on JSA, as he is not good with technology or computers I have to do most of the job search and applications for him. I use sites like Reed and Totaljobs, but the jobcenter people keep threatening him with sanction for not using UJM, now I browse this site for jobs too but hardly ever are there any jobs that can be applied for and most of the jobs just redirect to external site or recruitment agency site for application, so I am lost as to what I can do, can they really sanction him because of that? and is he obliged to give access to his account to them.

Any help and advice would be much appreciated

Thank you

He can be mandated to create a UJM account, but he remains free to disallow JCP staff access to that account. How he presents his jobsearch evidence is up to him - on UJM or on a handwritten diary. So the basic answer is that he can be sanctioned for refusing to create his account, but not for not using it.

Thank you for your quick reply, much appreciated.

He created an account as it was part of the agreement or something and he or rather I look for jobs for him on his behalf and apply where suitable, but theres very few real jobs on there, but the job center people keep threatening with sanction and refuse to accept job applications on reed, totaljobs etc as job application.

mokod: Please have a read of the Universal Jobmatch Toolkit manual - This is the "official" document issued to DWP staff that they should be following. Paragraphs 53 & 55 on page 9 is worth noting, as is para. 82 on p.13.

Your father should explain to JCP advisers that he has difficulties with computers (does he have one at home with internet access ?), and perhaps ask for worthwhile training...

The attachment Mr P provided is very useful, as it seems some JCP advisers (or, perhaps, their managers) don't fully understand the rules. Basically, the advisers are within their rights to ask him to demonstrate that he is looking for work, but they can't specify how he must do this. So if he prefers to keep a written diary rather than use UJM that's perfectly OK and as long as he keeps to the terms of his JSAg (Jobseekers Agreement) then he should be fine.

Certain things can be required of him if an adviser issues a "Jobseeker's Direction", but in terms of his rights under the Data Protection Act and other legislation, they can't demand access to his UJM account.
