...no mention of Council Tax Benefit (yet). This will make the bedroom tax look benign in comparison! Lose your home at the stroke a low-paid jobcentre worker's pen, with ramped-up sanctions targets to meet or the jobcentre worker is also out of a job. Mass homelessness for 100000's possibly millions of people.

This has been known about for ages. It's not a sanction as such. Self employed people who do not earn the minimum wage for full time work moneywise and currently claim WTC will only get a top up amount of UC as if they were receiving the minimum wage for full time work. This will force them to claim JSA and follow the conditions of looking for additional work alongside their self employed business. If their current income is low enough they will receive some JSA money, if not they have to fulfill the job search obligations to be able to receive the full amount of the other elements of UC such as HB. This is simply the same for people on JSA.

The consequences will be horrendous homelessness wise. People who are too unwell to meet the JSA job search obligations but do not fit the ESA descriptors as well as those with fluctuating conditions of health and wellness will be badly affected.

you're missing the point - those who are sanctioned on JSA for example (over a million in the last 12 months) can currently still claim housing benefit / council tax benefit, based on zero income. HB will also be sanctionable under universal credit - in addition - which will encompass millions of low-paid workers, not just the self-employed and the unemployed & those on ESA etc.

It will also hit the many low paid and part time workers employed within the DWP - An issue that has been flagged by the PCS union... I understand the union has recommended that DWP staff do not sanction fellow workers. Would certainly be discriminatory, probably against terms & conditions of employment, and quite likely ilegal.
