I presume the letter was from the bailiffs ? Do not converse with the bailiffs unless you are thick skinned you will just get a load of grief.

Is there a number on the letter ? It will probably take you straight to the payment portal anyway and if you want to speak to someone you will be given the runaround on a premium rate line. E mail or phone the council . The number will be on the back of your bill with the correct ref number, if it is from a previous year pay on line I can physically pay with cash at my town hall. E mail is better because when phoning the council it all depends who you talk to they will tell you to talk to the bailiffs and fob you off. E mail them with the ref number with what you can pay and when, they have to reply to you

Yes an email cost nothing , ask what the £25 fee is for, they know you have made contact and that the council are dealing with you.When making payment on line remember to use the correct ref number to make sure the payment goes to the arrears
