Speaking at the Conservative spring forum at the weekend, Mr Pickle said that current parking rules need to change, indicating that he is considering bringing in new laws to assit car owners and stated that:

"Thirteen years of labour's war on the motorist has created an over-zealous culture of parking enforcement" and that:

" a rigid state orthodoxy of persecuting motorists's out of their cars, with no concern about its effect in killing off small shops"

Instead of blaming Labour, he might have admitted that the coalition's "austerity" programme has starved councils of money, making the income they get from parking revenue even more essential. It's inevitable they will increase penalty charges where they can, become stricter, refuse more appeals etc. I presmue his sudden "concern" for motorists just means he got a PCN recently.

Recent reports have shown that parking enforcement is not directly linked to businesses not prospering http://www.britishparking.co.uk/write/Documents/Re-thinking_Car_Parking.pdf , His comments are stupid complaining that Councils should create more off street parking then complaining about parking enforcement, who is going to pay for a ticket if you can park free on street? How is this going to be put into practice ten minutes grace period on any restriction in case they are shopping? Free ten minute bays, what happens if you need to park longer? Maybe if you gave the first ten minutes travel on public transport free less people would need to park? From experience locally every short term free parking scheme has failed because its abused by local businesss who park outside their shops and offices and just re-park when a warden is seen. Some have been replaced with machines that give the 1st 10 minutes free with a ticket but people still get PCNs as they are too lazy to go to the machine.

Why should it be made easier to park on high streets? Research has shown far more is spent on the high st by those that use public transport. If town centre parking was made free or cheaper do you really think the thousands of staff who work there are going to use the bus? A recent offer by my local Council to offer free parking in town centre car parks to boost the local economy was a fiasco with all the car parks full by 9am with staff and commuters and when the shoppers arrived there was nowhere to park!

Of course it's stupid. He seems to be saying people should be allowed to park on yellow lines for short periods, as if that's some sort of solution to the big supermarkets putting all the little guys out of business.

I think you missed my point. The fact is that smaller high street stores are going out of business because supermarkets undercut them. Think CDs for example - Sainsburys buy them in such large numbers, so cheaply, that they actually retail at a lower price than the independent record shops pay for them wholesale. I've read stories of CD shop owners sending their shop staff to a supermarket to buy a dozen copies of the latest CD as it's cheaper to get them in that way. Of course, the supemarkets are forcing the small shops out of business - ergo, very few CD shops left.

 

Same goes for bakeries, off licences, electrical stores, stationers, petrol stations, greengrocers etc. etc.

 

You might think that's a good thing - it's a matter of opinion, but Mr Pickles seems to think the solution to the high street crisis is to allow people to park on yellow lines for 10 minutes. Either he's an idiot, or he thinks the rest of us are.

This is the second bit of common sense he has shown this month, and that is not something we want in our politicians otherwise we might start to like them :!:

 

What he said the other week was that councils should stop wasting money translating leaflets into 100 different languages. If you can't read English, get a friend to read it to you.

Most people who can't speak English won't have a lot of English-speaking friends on hand. It might be a waste of money to him, but to someone who needs public services and has a language barrier, it's very important they can understand what's going on. Of course, underpinning comments like this is a prejudice against foreigners - they don't matter as much as native Enlanders in Pickles' view.

What common sense in there allowing people to park where they like for ten minutes just to buy a paper?? Maybe if he got out of his car (which we pay for) and walked to the shops a bit more he wouldn't be so fat!
