From 50m to 20m for mobility element

 

It is vitally important people should be made aware of this. The sneaky change of criteria from 50m to 20m means that a huge number of people who depend on their car for working, shopping, socialising and everything else able-bodied people take for granted and part of their normal life, will lose their main tool of independence.

 

To give you an idea of what 20 meters represent, see below:

This is it. If you can walk, shuffle, mobilise beyond that distance, you can not qualify for the upper mobility element under the new criteria. And of course, they sneaked it in over the xmas holidays, with no consultations, hoping to get it set in the regulations and present all of us with a fait accompli. :-x

Yep, this was mentioned on another thread. Though the care descriptors are slightly better for some, the mobility descriptors are deliberately more draconian.

Government figures are that just over 400,000 people will lose their high rate mobility. I don't know how many motability cars that translates into, but it's got to affect the discounts Motability can get and therefore the cost of the scheme.

 

Incidentally the criteria state that 50 metres is the minimum distance someone needs to be able to walk to maintain any semblance of independence. This is about 3 lines before the 20 m rule.

Motability are antciipating something like 180,000 cars to be taken away from disabled people. Ironic that DLA's replacement is called 'Personal Independence'. Ripping the 'car' out of 'care' ...

Whilst I'm all up for informing people.... I'm more up for empowering people... It's just.... well.... just...

 

where do I ****ing start?

 

From what I'm experiencing things started 2 years ago. So far we've done nada! I see no way other then doing nada as what the **** can I do as I'm all alone!

 

Is there Union a group or anything I can join to do something?

Well, you can put pressure on the Labour Party for starters. They may not be great, but they're still our better shot at getting the madness stopped or at least reduced. Labour IS slowly turning around (too slowly for my liking), and this is thanks to groups like DPAC, Black Triangle and Spartacus and others who are keeping up the pressure on them to see how badly this is affecting so many vulnerable.

People also forget that many people with disabilities opted out of the Motability scheme and bought their own vehicles on HP like us. At present I have a lifetime award due to rheumatoid arthritis for which there is no cure, but is it a terminal illness? Losing the motability element will cause us a great deal of hardship as the vehicle will probably get re-possesses and leave us with a bad credit history. I use elbow crutches all the time even when I walk to the car which is about 20 - 30 metres away. Reading through the website I can find no mention of the rule changing from 50 to 20 metres. Is this for walking unaided or using aids?

The mobility criteria are on page 46.

 

Descriptor D, which scores 10 points and is therefore 2 short of the enhanced rate, is 'Can stand and then move using an aid or appliance more than 20 metres but no more than 50 metres'

Descriptor E, which does get you the necessary 12 points, is 'Can stand and then move more than 1 metre but no more than 20 metres, either aided or unaided'

 

Mobilise is for ESA not PIP.

It goes live in Bootle and other areas in April 2013. Obviously it seems they are not taking into account appeals which will slow down the system of moving across onto PIP and I suspect there will be a large number of appeals especially on the mobility side.

If I do not take my medication, I will be lucky to get out the front door. At present I battle to walk around a supermarket as I have to stop frequently due to pain in my lower back. Some days I can walk the 50m, but then I have to stop. After a rest, I can then maybe walk 20 metres without pain. Thereafter if I am lucky I can manage 5 metres until eventually I cannot move and have to rest for some time. I cannot use public transport as the journey will cripple me before I even got to my destination.

Obviously the criteria has not been done in conjunction with organisations that deal with peopel with disabilities and had been decided by some Olympic fit type of people who assume that every one is fit and does not have pain.

There has been no consultation at all on the reduction from 50m to 20m and until the final criteria were published this month it was still 50m.

 

Anyone who has their benefit reduced after reassessment can appeal, but they'll have to do without their car etc whilst waiting for the appeal to be heard.

 

It's blatant cost cutting, nothing more and nothing less but I suspect there are in future going to be huge additional costs that the government haven't thought of. Some that spring to mind are

 

People currently in work having to give up their jobs and go on benefit as they can't get there

Motability cars having to be more heavily subsidised when the motor industry cuts their discounts due to the reduction in numbers

Increased social care bill to cope with all the people no longer able to do their own shopping

Increased community transport costs and hospital transport costs

More carers having to give up work or seriously reduce their hours so they can do shopping etc for the disabled person

Increased costs to the NHS of having to do home visits

NHS having to provide powered wheelchairs for those who no longer qualify for motability

Increased costs to the mental health service due to all the people developing severe depression as they have no social life

 

There are probably many, many more.

 

How come the press haven't picked up on this yet, or any of the disability charities? The government say in their consultation response that 20m is the distance someone needs to walk to be relatively independent in their own home and 50m to be able to get from car to destination, therefore by their own definition anyone who qualifies for a car will not be able to use it unless they also use a wheelchair.

I suspect that many people can walk the initial 20m, but like me after that they are totally knackered. Even if we kicked out the current government at the next election, will the subsequent government change any of the criteria? Somehow I doubt it.

If the Labour government had not got the country into so much debt perhaps this would not be happening, but there is no need for the current government imposing such draconian measures. I can see the Human Court of Rights being used on numerous occasions to counteract many decisions.4

 

PS I find this article extremely offensive and a slap in the face for those on disabilities. The wife was jailed for £20,000 benefit fraud which is in another article. Should they be allowed to breed while others are denied an existence?

I would guess that most people who can manage the 20 metres would 'fail' on the reliably, safely, repeatedly grounds IF the assessments were carried out fairly.

 

And the likelihood of that is .......

 

I foresee an even more clogged up appeals system.

Surfer01 Did the Labour party realy get the country in Debt?,or was it the Bankers and companies not paying their just dues and wealthy people using every loop hole to avoid paying tax.Seems strange that practicaly every country in the world is in the same boat ,no doubt it was Labours fault also!.Easy to blame the previous administration and when you hear the Tories trot the same thing out all the time "its Labours fault"as Goeballs said tell a lie often enough and it will be believed. Well it looks like they are going to go for tax credits now ,Duncan Smith says that they have created a dependancy and thats labours fault as well.

No, as has been proven and even admitted by Osborne himself, Labour did NOT get this country bankrupt, but hey, why let the truth get in the way of propaganda? :mad:

 

As long as people repeat "it's Labour's fault" without thinking things through, the ConDems get away with their ideological campaign to destroy the Social Security safety net (Not the "welfare state", that's American, we here have, pay attention to the words, they're important, SOCIAL SECURITY) and keep the people under their heel.

Distractions for the Daily Mail readers from the real issues.

 

What *I* find offensive is: 73 people a week dying after being found "fit for work" by Atos, the new tory ad pitting "wokers" versus "shirkers", the systematic denigration and demonisation of disabled, poor, unemployed, single mothers, low-pay workers and basically anyone who's not in the 1%, the continuing scandal of MPs expenses, the sale of the NHS, Osborne defrauding the state with the sale of his paddock, the collusion between Murdoch and Cameron, and so on, and so forth.... Frankly, a handful of convicts getting the right to IVF doesn't even register on my offensive-o-meter in comparison.
