we have just moved into a council housing home, and there in a problem with the sewage pipes at the rear of the property,

as they keep blocking

we have been in touch with the landlord who sent out a chap with drainage rods to clear the blockage

but the next day it was blocked again

we phoned again and was told that it belongs to anglia water and they are responsible for the sewage

they have come out and said that they are not

other people in the street have complained to anglia water as well as they have been told that it is anglia water responsible

and they said its not these homes are council house but some have been sold off

if you are a council tennant

let the council deal with it.

you are their tennant,

you pay CTAX [which includes? your water rates?]

Hi

Typical Council Housing pass the Buck well if the sewage pipes are within the properties boundries then it is the Council Housings responsibility to diagnoise and repair, if it is outside of those boundries the its the water company responsibility.

Now what I would do is contact them again and report the repair and ask them what priority its given (i.e emergency, urgent routine) and the time limits for the repair.

Now also ask them for:

1. Copy of their "Right to Repair".

2. Copy of Repairs Policy and Procedure.

3. Copy of the Contractors report diagnosing the fault as Anglian Waters Responsibility.

4. A full explanation in writing as to why the council are reluctant to report this fault to Anglian Water and placing it as the tenants responsibility.

5. Copy of Complaints Procedure.

6. As this is raw sewage which is a Health & Safety risk to tenants and others why no action from council housing by reporting to enviromental health department.

Now if this is affecting numerous other tenants in your area try and get together as a group and hit the council with one big complaint signed by all those tenants affected requesting urgent action to have this resolved.

Now I assume in England/Wales so this PDF may be of help:
