I thought the OP said that the letter was from the trader's solicitor. Therefore they do have a right to be re-imbursed for the costs involved in detecting crime and dealing with it subsequently. Or did I mis-understand? I agree with the points made about RLP

 

I am not sure why you think that if a letter is from a solicitor it suddenly entitles a retailer to reimbursement. Solicitors, it must be remembered, are like prostitutes - they will do whatever their client asks as long as they get paid. The legal basis for these claims is no less dodgy just because they originate from a legal firm. The Law Commission, in a recent report, found that the legal basis for civil recovery claims was unclear, and also criticised the oppressive and aggressive methods used by firms engaged in it. The CAB reports go into detail about the problems with the way these claims are made up.
