I received similar from another company in June. I've ignored the letters and heard no more.

but things may have changed since then because of some freedoms law

What's changed that allows random companies to send speculative invoices that have to be paid?

i will have to wait and see what they do.

im the registered owner but i was not driving.

should i tell them who was driving and let them pursue him.?

also do the dvla have the right to disclose my personal information to a third party ?

i take it dvla are responsible for disclosing my name and address.

You shouldn't really ignore them any more.

It is far more productive and effective to appeal them, (even if you lose).

Don't EVER pay up, and don't take the threats seriously, but if people keep ignoring them, then there is no incentive for them to stop.

If people keep appealing them, it keeps costing THEM a hell of a lot of money in appeal costs.
