Unbelievable....i had my bb assesment yesterday..i suffer with lupus and fybromyalgia...and in the last week ive been on antibiotics due to a severe gastro problem..which affected my already affected mobillity due to sore stomach and piles..

 

.the assesor walked me to the rm(10 yrds) she then sat me down asked some simple questions...looked at my medical evidence...then asked me to go for a walk...

 

i made it about 20 yards out of the room before i needed to return...so that was around a total of 50 yards that she had seen me walk..allbeit slowly and in pain...

 

when we returned to the room she said she couldnt complete my assesment as i couldnt walk far enough....is this a joke?

 

I thought that was the point of having a blue badge....hrm on dla says if u can walk farther that u dont qualify(i currently get lrm and mrc) but am waiting a decision on my change of circumstances....

 

so please help as dont seem to be able to get anything right...its all soo stressful...im loosing the will to fight...she also stated that she wasnt sure how a badge would improve my life....errrmmm...it would allow me to actually get out of the prison that is my flat...enable my carer to take me with her on shopping trips...and obviously if i get the hrm...i will have a car..????!!!

 

!is their a minimum requirement??? im still waiting for their decision but any input on what i should do next would be much appreciated as by the sounds of it shes going to turn me down.Ive been reading of other peoples experiences....why are they soo varied...surely it should be a uniformed assesment - the same for everyone???

Hi tarisah, I don't think anyone's ignoring you. They're probably like me, at a loss as to what went on at your assessment. I never had an assessment for my BB, just an email application to my council, they emailed my GP and that was that. I didn't have any DLA at that time and it was a discretionary award.

I understand the situation may have changed - my application was about 18 months ago - and it seems to differ from council to council.

Obviously, I have to comment that whoever assessed you didn't seem to know anything about the scheme. I would have thought an inability or virtual inability to walk was one of the key criterias!

If it was me then I would consider doing all or some of the following:

1) Phone the council and ask their opinion on what has happened and how it fits with their guidelines.

2) (If necessary) write to the council and ask if you can appeal or reapply.

3) Speak to your local councillor for his/her views

4) Speak to your GP and ask for a letter supporting your application.

5) Consider a written complaint about how your assessment was conducted.

For a common problem like a DCA chasing for money, or Currys sold you a duff TV there are lots of us amateurs out here that know enough to offer advice because we have been through it ourselves and "know the ropes" a bit. On top of that there are a few professionals that are qualified in the field or have dealt with hundreds of cases.

 

So someone with a problem DCA would likely be answered quickly - simply because there are a lot of people out out here to offer advice.

 

Sadly, I think you will need to wait until someone comes across your thread who is qualified to post advice. Sorry. They will turn up though...

 

As always in life, when you are waiting for a No. 19 bus, five No. 7s go by.

 

Another option for you is a charity where everyone will be qualified. Since I can't (sadly) offer a charity for you to phone, please could another reader of this thread recommend one?

 

(If I was pushed - I would say Citizens Advice).

I got the result from my bb assessment....ive been turned down..surprise surprise...i rang the bb department at the council and explained what had happened..the lady i spoke to couldnt understand the result either but said the only thing i can do is appeal....i dont know what else to show/tell them that they dont already know...any suggestions??

Unable to walk:

 

You need to show that because of your disability you cannot put one foot in front of the other.

If your only way of getting about is to “swing through” crutches then you will be considered unable to

walk.

Virtually unable to walk:

Unable to walk very far without experiencing severe discomfort; discomfort can mean either pain or

breathlessness; extreme fatigue and stress may also be taken into account (It has been accepted that

discomfort is subjective and that some people have higher pain thresholds than others).

Unless both your legs are missing then you will need to show that you experience severe discomfort even

when using your artificial aid.

In assessing the above the following factors will be taken into account:

Distance you can walk, without experiencing severe discomfort.

Speed at which you walk.

Length of time you can walk.

Manner in which you walk.

The question is about walking out of doors not in your home.

Exertion required to walk:

This is to establish if walking would constitute a danger to your life or whether it would be likely to lead to a

serious deterioration in your health.

The criteria is intended for people with serious chest, lung or heart conditions.

Some people with haemophilia may also qualify.

Serious deterioration does not need to be permanent but it should require medical intervention for you to

recover.

People with epilepsy will need to show that any fits were brought about by the effort required to walk.

You will not be eligible for any of the following reasons

:

In all cases entitlement depends on your walking ability, not difficulty in carrying parcels or heavy

shopping.

Your disability must be of a physical, rather than a psychological nature.

People with temporary disabilities lasting less than 12 months e.g. a broken leg, will not qualify.

Children under 2 years old are not eligible.

Thanks for the clear guidelines della2....i defo come under the virtually unable to walk header....i have spoken to a disabillity advisor today...she couldnt believe the result either and is going to handle my appeal...and complaint....just sick of having to fight for things i should be entitled too....i feel victimised for being ill..

Your local authority might also ask you to be assessed by an independent mobility assessor, like an occupational therapist or physiotherapist. They will decide if you can have a Blue Badge according to the eligibility criteria set out in the legislation.

Anyone over two years old may be eligible for a Blue Badge, if they either:

  • have a permanent and substantial disability which means they are unable to walk or virtually unable to walk; or
  • are unable to walk or virtually unable to walk because of a temporary but substantial disability which is likely to last for a period of at least 12 months but less than 3 years; or
  • regularly drive a motor vehicle, have a severe disability in both arms and are unable to operate, or have considerable difficulty in operating , all or some types of parking meter

With no offence intended , id say they probably took the easy way out as you arnt on the higher rate mobility and said no.

More than likely that is the reason. They have tried to bring and uplift the BB criteria in line with the higher rate mobility of DLA.

 

Many that have had BB's over the years but have failed to get DLA High mobility are now seeing their badges taken off them.

 

In a way I do have sympathy with the councils. When I go out, I see many BB users that are clearly not disabled. Of course you can't see everything so I give them the benefit of the doubt, but with those that I know and see in my village that are abusing the system (son and girlfriend go out for the day and use mum's BB) the system does need tightening up.

If you saw me...u would know im unwell...and i am waiting to hear about my dla hrm...i have seen people abuse this system to....imagin how frustrating that is to someone who is genuinly ill and struggling...in these cases its up to the public to report these abusers..did u report ur neighbour? this is why the system fails..because people get away with it...making it harder for those of us that truly need it. im a 37year old woman whose life has been destroyed by chronic illness...i would much rather be at work and having a social life...as it stands im single with no children...i cant have any now with my illness and finding a man to take all this on is a big ask...so my future looks bleak as it is....if only we could turn back time....

You do realise that DLA is finishing next April? So even if you are awarded HRM for DLA, it will not last for long.

No I don't go in for that sort of thing. Each to their own I say. They will get caught out eventually.

 

Have you read the new descriptors for PIP? I have and to say the least it is not very heartwarming. The mobility one is awful, you will have to have been assessed by the hospital that you are in need of a wheelchair as you simply cannot walk or have a serious mental illness to go with just about able to walk.

 

You are not on your own in this. I too have problems with my dad who is in a similar situation.

 

Let's just hope that things improve somewhat.

Yes i am aware of the changes fast approaching....i have a disabillity advisor and i belong to lupus uk and fybromyalgia uk...who both give out regular updates on these things....the changes proposed are ridiculous..you have to be on your death bed to get pip(what use is it then) but as always our government tends to punish the wrong people...there is a petition online which is to be put forward....these changes will take a couple of years to roll out...starting in the north if the country...so if i get the hrm..hopefully i wont loose it straight away and i attend two hospitals regularly for my illness and have the backing of both my specialists...it was actually one of them that said i should be getting hrm and to do the change of circumstances....so fingers crossed :-)

The roll out starts next April and it is anticipated that by Spring 2016, everyone will be on PIP other than the excluded groups.

 

If PIP is in any way similar to ESA, which it seems to be - points based - attending hospitals, having consultants who support you will not cut any ice with the face to face assessment.

 

The assessment will be carried out by (ATOS in our area) probably using a computer driven programme to assess how many points you will be given for the descriptors. The assessment will be carried out by 'open' & 'closed' questioning together with opinion/observation and assumptions.

 

None of that really has any relevance to actual 'hospital visits or supporting consultants'.

Much the same as ESA is at the moment.

 

Many people that cannot walk more than 30 metres without having to stop due to severe discomfort or pain are failing to qualify for that particular descriptor of ESA at the moment (as is the case of my dad) - I dread to think what will happen under PIP.

 

There is talk by the DWP that a BB will be issued if you get 8 points under PIP but you need at least 12 points to access a motability car. There is an argument that it should be 12 points or more for a BB as is similar in DLA (HRM = BB + motability)

 

This new BB system is putting off both my mum and my dad in applying for a BB. Mum is riddled with arthritis and dad has major vascular, biliary, digestive, diseased pancreas and spinal disease problems as well as mental illness, none of which would appear to qualify for Attendance Allowance for mum or DLA/PIP for dad. So how they would fare with a BB application is anyboy's opinion.

These things are designed to put you off even trying...and when u do its a fight to the bitter end...i hope your mum and dad find the strength to at least try. i have already had an atos assesment for esa and passed it being put into the support group and getting disabillity premium...i think thats another reason im so confused with my current situation...ive heard they are notoriously hard....

They are both worn out due to their individual medical problems + having to look after each other as well when I am not there.

 

Both have given up asking for help from anybody, and it is only me that is trying to sort things out for them. It feels like that I am trying to push water uphill!

I know that feeling...they are lucky to have u fighting their corner...im on my own..my best friend does her best to help me out..but she has a family and life of her own to deal with...so i rely heavily on my disabillity adviser....she is a life saver..wheneve want to give up....

Where are they and who do they work for?

 

I have tried the CAB - never heard anything back from them after they had promised to make an appointment, tried DIAL and their general opinion is that the DWP will do what they want when they want, and the latest, AgeUK who quite honestly are now avoiding ringing me back after 4 telephone calls made by me over the past 3 weeks.

The local authority don't have any due to the cuts - they were all made redundant.

 

The only one person that I have come across over the past 3 years who actually does something is my dad's psychologist!!

She gets my mum in with dad every week and tries to help, but even she is now at a dead end.

I googled and found out there was a disabillity centre just a mile away that i had never heard about...and surprise surprise nobody had told me about....they have a disabillity advisor and also have a small showroom where u can try and purchase a range of disabillity aids from walking sticks to wet rooms...ive been ill for over 4 years and never knew of its existance...so dont give up just yet...you might have to travel further than i do...but i think it would be worth it..here are the details of mine...it might be worth ringing them direct to see if they know of one near you...let me know how u get on...good luck.....the disabillity resource centre..01582 470970

i know this isnt about Blue Badge but just thought it may be of some use to this thread.

 

Its the Cinema Exhibitors Association Card and if disabled apply for it as it gets someone in for free if they are needed to assist you at cinema have one myself yes it cost £5.50 a year.
