In its attempt to cut red tape the Dept of Transport has published a 57 page Consultation Document.

These are presently proposals to make the changes.

One proposal is to get rid of the need to renew SORN annually.

The attention seeking headline reads "Once drivers have notified the DVLA that their vehicle is SORN, they will no longer have the burden of annual SORN renewal."

However, reading the small print on page 9 it ambiguously states "Motorists will no longer ... Once a SORN has been granted by DVLA, it will remain in place for a longer period."

Is it changing from a RK responsibility to a Driver responsibility or a Motorist responsibility (whatever a 'Motorist' will be defined as)?

No doubt DVLA will sieze on the difference between "notified the DVLA" and "granted by DVLA".

And, what is "a longer period" - longer for RKs to forget?

57 pages with ambiguities like these to simplify matters?

Nice idea but try harder!
