Just a bit of advice


I have outstanding parking fines which have got to the bailiff stage, i have had a few letters. If i decide to change the vehicle does the problem go away or transfered to new vehicle?

The debt isn't attached to any specific vehicle, it's attached to you. It might throw the bailiffs off the trail if you get rid of the car, but it's unlikely to make them go away. If they get wind of the new car, they can clamp it - they aren't restricted to clamping the vehicle which originally incurred the PCN - they are after property belonging to you. They will also try and get entry to your home to levy on your possessions. Up to you if you want to try and dodge them - depends how well you reckon you can evade them.
