My water supply comes across a neighbours land. We recently found out that the neighbour tapped into it to bring water to his cattle. What rights do we have. We received a massive bill from the water board which we should not have as we are a domestic property and our water is paid in our rates. Is it their responsibility to prosecute? I live in Northern Ireland

Yes, it has nothing to do with you. You didn't steal the water, the neighbour did.

Quite simply this is a criminal mater between whichever water company and the neighbour.

In regards to your bill, they will probably estimate your proper water usage based on the property i.e. if you were unmetered. Don't worry :) You're int he clear!

EDIT: To put it in context, how would your neighbour feel if you were tapping beef joints, and sirloin supplies? I'm sure they wouldn't like it... Furthermore, cattle theft is a crime, just as is water :-)

food for thought: rib eye or sirloin on tap would be awesome! haha
