notice to owner pcn has not been paid

hello folks,

no doubt this thread has been on here several times.... but i need advice on

 

a notice to owner to me from "london borough of redbridge" stating a pcn was served by civil enforcement officer 458 with respect to the above vehicle on grounds of the following alledged parking offence " parked in a restricted street during prescribed hours.

 

it goes onto say this notice to owner is being served as the pcn has not been paid. etc etc

 

the thing is, this is the first time i have had any contact with them, nothing at the time on my windscreeen, and nothing in the post. offense took place allegedly on 17 jan 2011...

 

so have had no oportunity to pay within time to get the 50% discount! where do i stand and do i first request proof of offence ie photo... would appreciate any assistance

i believe the address they state is wrong, as i was working at another road parralel to that one, i can get wrote confirmation of this from the customers house, should i be asking for photo evidence,? and thanks for getting back so quick

So its more likely you received a PCN and its gone walkies than the car was cloned then. Yes ask for proof you have lost the discount at this point so you may as well take it all the way. Ask for photos etc and make sure you comec back before the end of the 28 day deadline.

well, i appealed in writing denying i was ever on the road told them i had never saw a pcn and wanted photo proof...... this was all sent in a letter, just after 3 weeks of not having a reply i decided to email them, within 24 hrs they responded telling me they didnt think the correct proceedure had been followed and pcn was cancelled the case dropped....... m? me thinks someone was pulling a fast one, so it is worth fighting... thanks everyone for advice
