I bought a pair of winter leather boots from Debenhams 3 weeks ago and have worn them about 10 times. When I wore them in the rain yesterday my feet got soaked and I noticed holes near the heels.I tried to exchange them and was told it's just general wear and tear - after 3 weeks! I had my recipt to prove the purchase date, are they right in what they're saying?

No, that sounds pretty unreasonable.

Any item is expected to last a 'reasonable' period of time, 3 weeks isn't for a pair of boots. You should tell them that you would like to reject them under the Sale of Goods Act on the grounds that they are not 'fit for purpose'
