After dropping a passenger at Heathrow i went to close the car boot and saw they had left a small bag in the boot, I grabbed it and walked 10 yards to hand it back to them, 30 seconds maybe elapsed and upon return found a warden issueing a ticket, the boot and drivers doors were open at this point, he said he was writing up the ticket for abandoning the vehicle but ticked the code for ( parking were parking was prohibited ), he also put an arrival time but no departure time on the ticket, was he also required to take a photograph? my letter of appeal explaining all of this was rejected by the head office, any advice would be appreciated as I now have 10 days to pay or go to court, many thanks everyone, jeff

"Appeal rejected by head office" implies a PPC, (otherwise you would have appealed to the council).

 

If you can confirm that what you received is in fact a PPC invoice rather than an official council PCN, then the advice will be to completely ignore the [problematic].
