CRA selling my data to claims companies?

I was recently cold called (from a UK based call centre, despite being on TPS) by a PPI claims outfit who said they had details of a loan I could reclaim PPI on. After I disputed the loan details they provided (and informed them I was on TPS), they claimed to have been passed the details by a named CRA.

 

How can a CRA be allowed to sell my name, address, phone number, loan provider and amount to any T, D or H who wants to hassle me over the phone. The CRA is selling ID Theft protection on their website, but encouraging ID Theft by passing around my information to this company (and how many others?). What can I do about it? Can I complain to the ICO? Does the CRA have a responsibilty for checking TPS before passing my phone number on?
