my friends son has just passed his test and hasnt got his provisional licence turned into a full licence yet but this is okay in northern ireland as long as he drives with his "r" plates visible..... is this the same case in england as he is going to reading festival shortly and will probably be the driver

If he has a provisional license, he can only drive while accompanied by a full license holder, aged 21 or over who has held the license for 3 years or over.

 

Also, he would have to satisfy the insurance requirements and display L plates. He would not be allowed to drive on Motorways.

The 'R' plate scheme is only applicable in Northern Ireland, he may display green 'P' plates in whilst in England if he wants to as he has recently passed his test, but it is optional, not mandatory.

It is most likely that he no longer has his provisional licence as the examiner always offers to surrender it for the pupil when they pass the test, and we generally adise the pupil to do this (better audit trail and the pupil might forget to send it!)

 

His pass certificate is all he needs which is, in effect, valid as a full licence. Strictly speaking they don't need to carry that with them, but we always recommend they do in case the police stop them and the computer doesn't show their full licence status yet.

 

He doesn't need to display any "L" or "P" plates, doesn't need to be accompanied and can use motorways. Most importantly though he must tell his insurance company that he has passed which generally INCREASES his insurance cost much to the surprise of many pupils who think they will get a reduction coz they have passed the test! But from an insurance point of view new drivers are actually a much higher risk because they are no longer getting the guidance of an experienced driver sitting beside them.
