Putupon,

The short answer to your question is yes you can. Although any refund due to you can be used to pay any outstanding arrears.

Does the DCA now own the debt, or are they just asking as agents?

It is the company which now owns the debt which are responsible for any claim you make now putupon.

Likewise for the CCA and they have 14days to comply, otherwise it is off to the ICO.

Good luck
