One of my friends was fined for parking on a double yellow lines for only 6 minutes. Is there any way she can contest this? Thanks

There's no grace period really, but in practice local authorities will allow a few minutes before issuing. Grounds of appeal would need to be that she was loading/unloading goods, but it may be hard to win. The few minutes observation time are there to check whether this kind of thing is taking place, and it would appear that it wasn't. Still worth an appeal though.

Council or PPC ? If its council the PCN could be flawed ? if its PPC no one cares what it says as its all tripe.

Is the PCN flawed ? Was assisted alighting taking place ? Is the TRO valid ? Are the DYLs in the place the TRO says they should be ?

The ticket is in order but my friend is going back to see if there's a line at the end of they double yellow lines. I've read that if this isn't in place it is not enforceable.

You are reffering to the termination bar. Technically the lines should have these at each end but it has been known for the adjudicator to dismiss this as a sole argument due to it being 'a triffle' reason.

Frankly you're not giving us anything to work with. We need to see both sides of the PCN, we need to know the reason for parking on the DYL and ideally we need to see the traffic order.

 

This may be winnable but it will require a modicum of effort.
