Car ticketed,then towed immeadiately ?

Yeaterday I witnessed a C.e.o affix a ticket to a french plated car , 30 yards away was a tow grabber council truck waiting , I thought the car belonged to someone in the flats opposite so i went to see if I could find someone to give them the heads -up that their car was about to be towed . no one was obvious about so I came out of the drive to hear the tow driver say/shout to the c.e.o '.look at this idiot trying to warn someone ;' This did not please me his attitude stank so I told him about his mother and resemblance to levi bellfield and went on my way .

Today I saw the car again , a pleasant french person in it , I told him what i saw and asked him if he had any outstanding tickets etc , or reason that they would tow away his car , cost him £250 . He explained that he had arrived in u.k the previous day , his girlfriend had actually been up the council getting a residents permit , when the car was towed .

I told him about cag , and said I would pose the question whether the council can ticket and tow away from a residents bay , no obstruction no danger , where one would usually only get a £40 ticket for , as stated he has no history of unpaid fine s , or road tax , He wants to appeal , it made me ashamed to be british , the spitetful relish and downright cheek of the towman .

As long as it wasn't an immediate tow contraventions (DYLs etc) then I think they are supposed to wait 30 mins to tow. which council was it ? some of them drive the truck around looking for victims rather than wait to be called. Was the bay suspended ? "When a vehicle is parked where parking is permitted, authorities must not72 immobilise or remove in the first 30 minutes following the issuing of the PCN, with the exception of ‘persistent evader’ vehicles (see paragraphs 8.105 to 8.107 below) where the time limit is 15 minutes." 72 is The Removal and Disposal of Vehicles Regulations 1986, regulation 5C(2) (inserted by S.I. 2007/3484) see "Operational Guidance to Local Authorities: Parking Policy and Enforcement" see Operational Guidance to Local Authorities: Parking Policy and Enforcement

It was Brent , no I actually saw the attendant filling in and affixing the ticket , while the truck waited , the bay was not suspended . I suspect they towed it solely because it had foreign plates , I am assured by the owner that he has not had , nor the oppurtunity to have , any tickets , he arrived on Sunday . Welcome to the U.K 2010 .

I agree that this is wrong and a refund is due.

But, TBH there is a small part of me that is feeling that seeing as the French stiff us at every opportunity . . . .

Apart from the good folk on this site , i don't think the french would take half the s*8t that the english swallow from their local govt, banks , utilities , so good luck to them , respect where respect is due .

You don't actually know what happened we can all sit here and guess but until the facts are available the discussion is pointless. How many Councils actually fill in PCNs anyway, it was just as likely an authorisation for removal. If he arrived on Sunday and parked until Tuesday with no permit he had plenty of opportunity to get a PCN.

I saw The c/.e.o affix a pcn to the windscreen with the truck waiting , the ticket is not the issue , the tow away is - pay attention at the back , and the operative was verbally abusive about Me , when I had had no interaction with anyone involved , the levi bellfield type **** .

From what you have said they merely gave a not too inaccurate decription of you I don't think thats abusive, if anyone was abusive it was you. You facts contradict each other and make no sense so if you do wish to try and be clever at least make your yarn credible.
