Following is my daughter's most recent letter to Scottish Power. They have never responded to previous calls or letters, but simply continue sending threatening letters to her. She does not currently have access to the internet, so I told her that I would ask for advice on her behalf on this forum.

Dear Sir/Madam,

I am writing to complain, yet again, about your failure to turn up and fit a gas meter in my flat at xxxxxxxxxxxxxxx. You were supposed to turn up on Monday (15th) between 8am and 11am. This totals 5 occasions now when I have waited at home and no one has turned up. On one occasion, you were unable to turn up because of the snow, but on the other occasions, I received no apology or explanation.

A while ago, my partner telephoned you about this situation and you told him that you would ring back and arrange an alternative appointment. No one called back, yet someone turned up without an appointment and because we weren’t expecting anyone, we were not in. We then received a bolshy letter stating that you had tried to call.

My mother also received a phone call from your offices stating that they had tried in vain to contact me on several occasions and that the situation was getting to the “threatening” stage. I find this highly annoying, since it is not I who is at fault here.

The other complaint I have is that for 3 years, I never received a gas bill from you. I subsequently discovered that this was apparently the fault of George Wimpey Homes for not informing you that our block of flats existed.

In September 2009, I finally received a bill of £900.61 for the previous 3 years, which of course I had no way of paying in a lump sum. Then, in January 2010, I received a bill for a further £600. This is totally ludicrous, since there is no way that I have used £600 worth of gas in a 4-month period. If I only used £900 worth of gas in 3 years, how is it possible that I have used another two-thirds of this amount in such a short period of time?

I am now at the end of my tether, so have sought legal advice.

I trust that this matter can be resolved as soon as possible.

Yours faithfully,

Additionally, my daughter never signed anything at the beginning of her tenancy to say that she agreed to have her gas supplied by Scottish Power.

Despite her frequent attempts to contact them, they don't reply. This morning, she received a letter from a debt collector. Even though the account was clearly in dispute, they still passed on her details. Is this legal?

Is there any letter that she could now send them (recorded delivery)?

Thank you.

I found the appropriate department within Scottish Power to contact if an existing complaint has not been resolved. Thankfully, I received an immediate response and they are now investigating the matter and have put a halt on all debt letters. :-)
