I am moving into a new house with existing landline and broadband. Talktalk want to charge me £70 cancellation charge for breaking contract and threatened me with court action and adverse credit rating.

I have told Talktalk THEY broke contract by taking 52 days to connect my landline, not 7/14 days as quoted, and 80 days to connect broadband not 21/28 days as quoted.

What should I do?

Making the assumption (it is not clear) that the cancellation charges apply to your existing home; the one you're moving from, and also that they are correct that you are in a contract:

 

You will be breaking your contract so they are entitled to charge;

 

Unless installation within a specific time period was contractual, which I wouldn't be certain about, they did not actually breach contract. Incompetence is not necessarily a breach of contract. You would have needed to put in a claim for this at the time. You can't "save it up to use later", as it were.
