Can a liabilty order be enforced @ wrong address?

Hello all,

I have a summons for a liabilty order placed against me from the CSA.

The summons has been sent but it is an incorrect address.

 

I am currently at 'no fixed abode' and the CSA have a C/O (care of) address to send my mail.

The C/O address is not my property and a obviously do not live there.

The address that is on the summons is the C/O address but not addressed as C/O.

I would like to know if they can enforce this summons/liabilty order if it is the incorrect address/I dont live there and not my property.

 

Also they have summond me to a court which is the other side of the county (around 40 miles away) and I wouldnt be able to attend, is there any way I can get them to summons me to my local magistrates in my town?
