Just received a parking ticket from Leeds City Council for parking 5 minutes over time, I questioned the parking attendant over why they were issuing a ticket and she said that as she had started writing the ticket the only way to appeal would be to contact the council in writing.

 

Once she handed me the ticket I just shoved it in the glovebox, however looking at the ticket once I got home it has the date of the offense but not the time??

 

Surely this must affect the legality of the ticket?

This is on the sticky thread:

 

Under s1 of the Schedule to The Civil Enforcement of Parking Contraventions (England) General Regulations 2007 No. 3483 a PCN served by an enforcement officer must contain:

 

... (d) the date and the time at which the alleged contravention occurred;

 

A written appeal quoting this, plus a copy of the PCN should succeed. Do NOT send the original - send a photocopy.
