Can anyone advise

We moved into our 1 bed flat 4 years ago we duly contacted Thames Water and they started billing us, after about 5 months we received numerous bills which were paid - we thought this bills were very high and contacted Thames Water.

About 1 year after moving into the property and 3 visits from Thames Water it was concluded that:

1. We were being billed for another flat in the building (large detached Victorian building of 7 flats)

2. They were actually unable to locate how water was getting into the flat!

3. They were unable to fit a meter

We were told by Thames Water that as they were unable to fit a meter we would be billed based on a estimate for usage of a 1 bed flat (with 2 occupants).

We called a few times after this as we did not receive anything. We have still not received anything 3 years later. We will be renting out the flat from the end of August and would like inform T. Water that we are moving out and new tenants are moving in.

What is the position with regards to the approx 3 years we have not been billed for (this is no fault of our own - we have not hidden the fact that 2 of us live there) can they demand 3 years back payment?

Rules were changed last year. They can only seek payment for a years arrears if no billing was provided.

Previously it was 2 years.
