Debts while outside the UK

My cousin just moved to the US 6 months ago and owed Barclays bank about £5000. She was paying a monthly agreed amount before she left to be with her husband but since she moved she's not been able to get a job and has not made a single payment. The problem is Barclays has been sending letters to her previous address and the Landlord has been calling her about the letters.

 

• What negative impact does this have on the landlord, if any?
  
• Can my cousin be deported to the UK if located by the bank?
  
• Will this be considered as fraud because she's struggling to make money and already left the UK without informing the bank?
