I received a FPN issued by the police for parking in a restricted area. Police cones were on the road and I parked behind the last one. When I returned to the car it had a ticket and the cone had been moved behind my car.

 

I also think that the road may be private as it was a local cattle market and doesn't go anywhere except around the back of the buildings. Is there a way of checking if it is a public road or not? If its private is the FPN still valid?

If a road is used by the public a FPN can be issued and the cones indicate a street is restricted parking either side of a cone is likely to still get a ticket.

So where does the restriction end if not at the final cone, and how would the public know this?

 

If the temp restriction is from point "A" to point "B", I would expect there to be a cone at point A and point B and a reasonable number of other cones between the points.
