Can anyone with sound legal knowledge (scotland) tell me who is responsible for paying the First Registration Fee on a car?

Arnold Clark charged me this fee when i bought a Pre-Registered car from them. My name is second entry in log book.

No mate, it was£55. I have a gut feeling that the person who's name appears first on the books has to pay this on top of the basic price, same as VAT. If car originally sold as on the road price, this fee would have been included. Just wanted to know legal standing.
