No, this is not a default notice in the sense that I think you mean i.e. the precursor to terminating your account & legal action. This is merely notification that tells you they are applying a charge for being behind on a payment on this account.

 

BTW this is an unlawful charge & can be reclaimed - see here for how to do it (it's the same for loans & credit cards as banks):
