I can understand wanting to make a profit, but when you cross the line of being involved indepth in a fraud thats another thing.

 

A maximum fine of $300,000 when they're profits were $16 billion that year is just staggerring.

 

Just goes to show you that the regulation was lightweight in comparison to what was going on, if you could link this to the people at the top of Citibank as a government you would have felt obliged to remove the board and install direct regulation at the top of the company. But then again alot of the paperwork was destroyed with the collapse of Building 7 on 11th Sept 2001 so that was unlikley to ever happen.
