ask him for his IiD make a note of the court which certified him and check with them

 

dont ask the bailiff company in advance or they'll just send one instead that is (certified)

 

what is the debt?

 

you don't need to be certified to collect criminal /magistrates court fines or warrants

if the council has a liability order for unpaid council tax then passes it over to a bailiff the bailiff must be certificated to collect it thats what I'm talking about

thats ok a liability order is obtained in a county court

 

a magistrates warrant for unpaid council tax is issued (obviously) by the magistrates

 

Liability Orders for unpaid COUNCIL TAX are issued in the MAGISTRATES COURT and NOT the County Court.

 

In addition, a bailiff enforcing a Liability Order MUST be certificated....

If you know their name then call the Ministry of Justice on 020 3334 3555 and ask for details of the certificate, the list is not always up to date but if they do find their details they willl be able to tell you which court certificated them, so you will be able to contact the court direct to see if their certifcate is up to date.
